Article 11
Those divinely revealed realities which are contained and presented in Sacred Scripture have been committed to writing under the inspiration of the Holy Spirit. For holy mother Church, relying on the belief of the Apostles (see John 20:31; 2 Tim. 3:16; 2 Peter 1:19-20, 3:15-16), holds that the books of both the Old and New Testaments in their entirety, with all their parts, are sacred and canonical because written under the inspiration of the Holy Spirit, they have God as their author and have been handed on as such to the Church herself. In composing the sacred books, God chose men and while employed by Him they made use of their powers and abilities, so that with Him acting in them and through them, they, as true authors, consigned to writing everything and only those things which He wanted.
Therefore, since everything asserted by the inspired authors or sacred writers must be held to be asserted by the Holy Spirit, it follows that the books of Scripture must be acknowledged as teaching solidly, faithfully and without error that truth which God wanted put into sacred writings for the sake of salvation. Therefore "all Scripture is divinely inspired and has its use for teaching the truth and refuting error, for reformation of manners and discipline in right living, so that the man who belongs to God may be efficient and equipped for good work of every kind" (2 Tim. 3:16-17, Greek text).

Article 12
However, since God speaks in Sacred Scripture through men in human fashion, the interpreter of Sacred Scripture, in order to see clearly what God wanted to communicate to us, should carefully investigate what meaning the sacred writers really intended, and what God wanted to manifest by means of their words.
To search out the intention of the sacred writers, attention should be given, among other things, to "literary forms." For truth is set forth and expressed differently in texts which are variously historical, prophetic, poetic, or of other forms of discourse. The interpreter must investigate what meaning the sacred writer intended to express and actually expressed in particular circumstances by using contemporary literary forms in accordance with the situation of his own time and culture. For the correct understanding of what the sacred author wanted to assert, due attention must be paid to the customary and characteristic styles of feeling, speaking and narrating which prevailed at the time of the sacred writer, and to the patterns men normally employed at that period in their everyday dealings with one another.
But, since Holy Scripture must be read and interpreted in the sacred spirit in which it was written, no less serious attention must be given to the content and unity of the whole of Scripture if the meaning of the sacred texts is to be correctly worked out. The living tradition of the whole Church must be taken into account along with the harmony which exists between elements of the faith. It is the task of exegetes to work according to these rules toward a better understanding and explanation of the meaning of Sacred Scripture, so that through preparatory study the judgment of the Church may mature. For all of what has been said about the way of interpreting Scripture is subject finally to the judgment of the Church, which carries out the divine commission and ministry of guarding and interpreting the word of God.

Article 13
In Sacred Scripture, therefore, while the truth and holiness of God always remains intact, the marvelous "condescension" of eternal wisdom is clearly shown, "that we may learn the gentle kindness of God, which words cannot express, and how far He has gone in adapting His language with thoughtful concern for our weak human nature." For the words of God, expressed in human language, have been made like human discourse, just as the word of the eternal Father, when He took to Himself the flesh of human weakness, was in every way made like men.
그러므로 성경에는 하느님의 진리와 거룩함이 늘 손상되지 않은 채, 영원한 지혜의 놀라운 ‘자기 낮춤’이 드러나 있다. “이는 우리가 하느님의 형언할 수 없는 인자하심과 그리고 하느님께서 우리 인간을 배려하고 보살피시면서 얼마나 당신의 말씀을 알맞게 사용하셨는지를 배워 익히도록 하기 위해서이다.” 왜냐하면 마치 예전에 영원하신 아버지의 말씀이 연약한 인간의 육신을 취하여 인간들을 닮으셨듯이, 인간의 언어로 표현된 말씀들이 인간의 말과 같아졌기 때문이다.
Article 21
The Church has always venerated the divine Scriptures just as she venerates the body of the Lord, since, especially in the sacred liturgy, she unceasingly receives and offers to the faithful the bread of life from the table both of God's word and of Christ's body. She has always maintained them, and continues to do so, together with sacred tradition, as the supreme rule of faith, since, as inspired by God and committed once and for all to writing, they impart the word of God Himself without change, and make the voice of the Holy Spirit resound in the words of the prophets and Apostles. Therefore, like the Christian religion itself, all the preaching of the Church must be nourished and regulated by Sacred Scripture. For in the sacred books, the Father who is in heaven meets His children with great love and speaks with them; and the force and power in the word of God is so great that it stands as the support and energy of the Church, the strength of faith for her sons, the food of the soul, the pure and everlasting source of spiritual life. Consequently these words are perfectly applicable to Sacred Scripture: "For the word of God is living and active" (Heb. 4:12) and "it has power to build you up and give you your heritage among all those who are sanctified" (Acts 20:32; see 1 Thess. 2:13).

Article 22
Easy access to Sacred Scripture should be provided for all the Christian faithful. That is why the Church from the very beginning accepted as her own that very ancient Greek translation of the Old Testament which is called the septuagint; and she has always given a place of honor to other Eastern translations and Latin ones especially the Latin translation known as the vulgate. But since the word of God should be accessible at all times, the Church by her authority and with maternal concern sees to it that suitable and correct translations are made into different languages, especially from the original texts of the sacred books. And should the opportunity arise and the Church authorities approve, if these translations are produced in cooperation with the separated brethren as well, all Christians will be able to use them.

Art. 22
22. 1. Regulation of the sacred liturgy depends solely on the authority of the Church, that is, on the Apostolic See and, as laws may determine, on the bishop.
2. In virtue of power conceded by the law, the regulation of the liturgy within certain defined limits belongs also to various kinds of competent territorial bodies of bishops legitimately established.
3. Therefore no other person, even if he be a priest, may add, remove, or change anything in the liturgy on his own authority.

Art. 24
24. Sacred scripture is of the greatest importance in the celebration of the liturgy. For it is from scripture that lessons are read and explained in the homily, and psalms are sung; the prayers, collects, and liturgical songs are scriptural in their inspiration and their force, and it is from the scriptures that actions and signs derive their meaning. Thus to achieve the restoration, progress, and adaptation of the sacred liturgy, it is essential to promote that warm and living love for scripture to which the venerable tradition of both eastern and western rites gives testimony.

Art. 35
35. That the intimate connection between words and rites may be apparent in the liturgy:
1) In sacred celebrations there is to be more reading from holy scripture, and it is to be more varied and suitable.
2) Because the sermon is part of the liturgical service, the best place for it is to be indicated even in the rubrics, as far as the nature of the rite will allow; the ministry of preaching is to be fulfilled with exactitude and fidelity. The sermon, moreover, should draw its content mainly from scriptural and liturgical sources, and its character should be that of a proclamation of God's wonderful works in the history of salvation, the mystery of Christ, ever made present and active within us, especially in the celebration of the liturgy.
3) Instruction which is more explicitly liturgical should also be given in a variety of ways; if necessary, short directives to be spoken by the priest or proper minister should be provided within the rites themselves. But they should occur only at the more suitable moments, and be in prescribed or similar words.
4) Bible services should be encouraged, especially on the vigils of the more solemn feasts, on some weekdays in Advent and Lent, and on Sundays and feast days. They are particularly to be commended in places where no priest is available; when this is so, a deacon or some other person authorized by the bishop should preside over the celebration.

Art. 36
36. 1. Particular law remaining in force, the use of the Latin language is to be preserved in the Latin rites.
2. But since the use of the mother tongue, whether in the Mass, the administration of the sacraments, or other parts of the liturgy, frequently may be of great advantage to the people, the limits of its employment may be extended. This will apply in the first place to the readings and directives, and to some of the prayers and chants, according to the regulations on this matter to be laid down separately in subsequent chapters.
3. These norms being observed, it is for the competent territorial ecclesiastical authority mentioned in Art. 22, 2, to decide whether, and to what extent, the vernacular language is to be used; their decrees are to be approved, that is, confirmed, by the Apostolic See. And, whenever it seems to be called for, this authority is to consult with bishops of neighboring regions which have the same language.
4. Translations from the Latin text into the mother tongue intended for use in the liturgy must be approved by the competent territorial ecclesiastical authority mentioned above.

51. The treasures of the bible are to be opened up more lavishly, so that richer fare may be provided for the faithful at the table of God's word. In this way a more representative portion of the holy scriptures will be read to the people in the course of a prescribed number of years.
하느님 말씀의 더욱 풍성한 식탁을 신자들에게 마련하여 주도록 성경의 보고를 더 활짝 열어, 일정한 햇수 안에 성경의 더 중요한 부분들이 백성에게 봉독되어야 한다.
Art. 54
54. In Masses which are celebrated with the people, a suitable place may be allotted to their mother tongue. This is to apply in the first place to the readings and "the common prayer," but also, as local conditions may warrant, to those parts which pertain to the people, according to the norm laid down in Art. 36 of this Constitution.
Nevertheless steps should be taken so that the faithful may also be able to say or to sing together in Latin those parts of the Ordinary of the Mass which pertain to them.

Art. 63
63. Because of the use of the mother tongue in the administration of the sacraments and sacramentals can often be of considerable help to the people, this use is to be extended according to the following norms:
a) The vernacular language may be used in administering the sacraments and sacramentals, according to the norm of Art. 36.
b) In harmony with the new edition of the Roman Ritual, particular rituals shall be prepared without delay by the competent territorial ecclesiastical authority mentioned in Art. 22, 2, of this Constitution. These rituals, which are to be adapted, also as regards the language employed, to the needs of the different regions, are to be reviewed by the Apostolic See and then introduced into the regions for which they have been prepared. But in drawing up these rituals or particular collections of rites, the instructions prefixed to the individual rites the Roman Ritual, whether they be pastoral and rubrical or whether they have special social import, shall not be omitted.

The Fathers of the Church in their time, especially Augustine, warmly recommended to the Catholic scholar, who undertook the investigation and explanation of the Sacred Scriptures, the study of the ancient languages and recourse to the original texts. However, such was the state of letters in those times, that not many - and these few but imperfectly - knew the Hebrew language. In the middle ages, when Scholastic Theology was at the height of its vigor, the knowledge of even the Greek language had long since become so rare in the West, that even the greatest Doctors of that time, in their exposition of the Sacred Text, had recourse only to the Latin version, known as the Vulgate.

On the contrary in this our time, not only the Greek language, which since the humanistic renaissance has been, as it were, restored to new life, is familiar to almost all students of antiquity and letters, but the knowledge of Hebrew also and of their oriental languages has spread far and wide among literary men. Moreover there are now such abundant aids to the study of these languages that the biblical scholar, who by neglecting them would deprive himself of access to the original texts, could in no wise escape the stigma of levity and sloth. For it is the duty of the exegete to lay hold, so to speak, with the greatest care and reverence of the very least expressions which, under the inspiration of the Divine Spirit, have flowed from the pen of the sacred writer, so as to arrive at a deeper and fuller knowledge of his meaning.

Paragraph 16
Wherefore let him diligently apply himself so as to acquire daily a greater facility in biblical as well as in other oriental languages and to support his interpretation by the aids which all branches of philology supply. This indeed St. Jerome strove earnestly to achieve, as far as the science of his time permitted; to this also aspired with untiring zeal and no small fruit not a few of the great exegetes of the sixteenth and seventeenth centuries, although the knowledge of languages then was much less than at the present day. In like manner therefore ought we to explain the original text which, having been written by the inspired author himself, has more authority and greater weight than any even the very best translation, whether ancient or modern; this can be done all the more easily and fruitfully, if to the knowledge of languages be joined a real skill in literary criticism of the same text.
그러므로 주석가는 스스로 성서 언어와 더불어 고대 근동의 다른 언어들을 수시로 익힐수 있도록, 그리고 언어학의 갖가지 근접 학문들로부터 도움을 받아 올바른 해석을 내릴 수 있도록 부단히 노력해야 한다. 사실 이 같은 태도는 예로니모 성인이 실천하신 것이었는데, 그분은 당대의 학문적 여건에 최대한 성실하게 접근하셨다. 16세기와 17세기의 적지 않은 주석가들도 당대의 언어학 지식이 지금보다 훨씬 뒤떨어진 것이었겠지만 나름대로 지칠 줄 모르는 열정으로 이런 태도를 견지하였고 그로 인하여 훌륭한 결실을 맺을 수 있었다. 따라서 성서 원문을 해설하는 데 있어서 우리는 영감을 받은 저자 자신이 기록한 이 원문이 옛날 것이든 지금 것이든 그 어떤 최상의 번역본보다 더 큰 권위와 더 위대한 가치를 지닌다고 말할 수 있다. 언어에 대한 지식에 문학 비평의 실제적인 기술을 곁들이게 되면 똑같은 성서 본문의 해설 작업이 더욱 쉽고 효과적으로 수행될 수 있게 된다.

The great importance which should be attached to this kind of criticism was aptly pointed out by Augustine, when, among the precepts to be recommended to the student of the Sacred Books, he put in the first place the care to possess a corrected text. "The correction of the codices" - so says this most distinguished Doctor of the Church - "should first of all engage the attention of those who wish to know the Divine Scripture so that the uncollected may give place to the corrected." In the present day indeed this art, which is called textual criticism and which is used with great and praiseworthy results in the editions of profane writings, is also quite rightly employed in the case of the Sacred Books, because of that very reverence which is due to the Divine Oracles. For its very purpose is to insure that the sacred text be restored, as perfectly as possible, be purified from the corruptions due to the carelessness of the copyists and be freed, as far as may be done, from glosses and omissions, from the interchange and repetition of words and from all other kinds of mistakes, which are wont to make their way gradually into writings handed down through many centuries.

It is scarcely necessary to observe that this criticism, which some fifty years ago not a few made use of quite arbitrarily and often in such wise that one would say they did so to introduce into the sacred text their own preconceived ideas, today has rules so firmly established and secure, that it has become a most valuable aid to the purer and more accurate editing of the sacred text and that any abuse can easily be discovered. Nor is it necessary here to call to mind - since it is doubtless familiar and evident to all students of Sacred Scripture - to what extent namely the Church has held in honor these studies in textual criticism from the earliest centuries down even to the present day.

Today therefore, since this branch of science has attained to such high perfection, it is the honorable, though not always easy, task of students of the Bible to procure by every means that as soon as possible may be duly published by Catholics editions of the Sacred Books and of ancient versions, brought out in accordance with these standards, which, that is to say, unite the greatest reverence for the sacred text with an exact observance of all the rules of criticism. And let all know that this prolonged labor is not only necessary for the right understanding of the divinely-given writings, but also is urgently demanded by that piety by which it behooves us to be grateful to the God of all providence, Who from the throne of His majesty has sent these books as so many paternal letters to His own children.

Nor should anyone think that this use of the original texts, in accordance with the methods of criticism, in any way derogates from those decrees so wisely enacted by the Council of Trent concerning the Latin Vulgate. It is historically certain that the Presidents of the Council received a commission, which they duly carried out, to beg, that is, the Sovereign Pontiff in the name of the Council that he should have corrected, as far as possible, first a Latin, and then a Greek, and Hebrew edition, which eventually would be published for the benefit of the Holy Church of God. If this desire could not then be fully realized owing to the difficulties of the times and other obstacles, at present it can, We earnestly hope, be more perfectly and entirely fulfilled by the united efforts of Catholic scholars.

And if the Tridentine Synod wished "that all should use as authentic" the Vulgate Latin version, this, as all know, applies only to the Latin Church and to the public use of the same Scriptures; nor does it, doubtless, in any way diminish the authority and value of the original texts. For there was no question then of these texts, but of the Latin versions, which were in circulation at that time, and of these the same Council rightly declared to be preferable that which "had been approved by its long-continued use for so many centuries in the Church." Hence this special authority or as they say, authenticity of the Vulgate was not affirmed by the Council particularly for critical reasons, but rather because of its legitimate use in the Churches throughout so many centuries; by which use indeed the same is shown, in the sense in which the Church has understood and understands it, to be free from any error whatsoever in matters of faith and morals; so that, as the Church herself testifies and affirms, it may be quoted safely and without fear of error in disputations, in lectures and in preaching; and so its authenticity is not specified primarily as critical, but rather as juridical.

Wherefore this authority of the Vulgate in matters of doctrine by no means prevents - nay rather today it almost demands - either the corroboration and confirmation of this same doctrine by the original texts or the having recourse on any and every occasion to the aid of these same texts, by which the correct meaning of the Sacred Letters is everywhere daily made more clear and evident. Nor is it forbidden by the decree of the Council of Trent to make translations into the vulgar tongue, even directly from the original texts themselves, for the use and benefit of the faithful and for the better understanding of the divine word, as We know to have been already done in a laudable manner in many countries with the approval of the Ecclesiastical authority.

Being thoroughly prepared by the knowledge of the ancient languages and by the aids afforded by the art of criticism, let the Catholic exegete undertake the task, of all those imposed on him the greatest, that namely of discovering and expounding the genuine meaning of the Sacred Books. In the performance of this task let the interpreters bear in mind that their foremost and greatest endeavor should be to discern and define clearly that sense of the biblical words which is called literal. Aided by the context and by comparison with similar passages, let them therefore by means of their knowledge of languages search out with all diligence the literal meaning of the words; all these helps indeed are wont to be pressed into service in the explanation also of profane writers, so that the mind of the author may be made abundantly clear.

The commentators of the Sacred Letters, mindful of the fact that here there is question of a divinely inspired text, the care and interpretation of which have been confided to the Church by God Himself, should no less diligently take into account the explanations and declarations of the teaching authority of the Church, as likewise the interpretation given by the Holy Fathers, and even "the analogy of faith" as Leo XIII most wisely observed in the Encyclical Letter Providentissimus Deus. With special zeal should they apply themselves, not only to expounding exclusively these matters which belong to the historical, archaeological, philological and other auxiliary sciences - as, to Our regret, is done in certain commentaries - but, having duly referred to these, in so far as they may aid the exegesis, they should set forth in particular the theological doctrine in faith and morals of the individual books or texts so that their exposition may not only aid the professors of theology in their explanations and proofs of the dogmas of faith, but may also be of assistance to priests in their presentation of Christian doctrine to the people, and in fine may help all the faithful to lead a life that is holy and worthy of a Christian.

For the publication of their translations into the vernacular, it is also required that they be approved by the same authority and provided with necessary and sufficient annotations.
§2. With the permission of the conference of bishops, Catholic members of the Christian faithful in collaboration with separated brothers and sisters can prepare and publish translations of the sacred scriptures provided with appropriate annotations.

§1. The conference of bishops can compile a list of censors outstanding in knowledge, correct doctrine, and prudence to be available to diocesan curias or can also establish a commission of censors which local ordinaries can consult; the right of each local ordinary to entrust judgment regarding books to persons he approves, however, remains intact.
§2. In fulfilling this office, laying aside any favoritism, the censor is to consider only the doctrine of the Church concerning faith and morals as it is proposed by the ecclesiastical magisterium.
§3. A censor must give his or her opinion in writing; if it is favorable, the ordinary, according to his own prudent judgment, is to grant permission for publication to take place, with his name and the time and place of the permission granted expressed. If he does not grant permission, the ordinary is to communicate the reasons for the denial to the author of the work.

THE TREASURE OF THE SCRIPTURES, in which is contained the message of salvation given by God to the human race—for Saint Augustine rightly says: "from that country, whence we are sojourning, letters have come to us: they themselves are the ones... which exhort to live well" (Enarr. in Ps. 90, s. 2, 1; PL 37, 1159)—has always been deservedly held by the Church in the highest honour and has been guarded with special care. Indeed from her very beginnings she never ceased to make sure that the Christian people might enjoy the fullest possible opportunity of receiving the word of God, especially in the sacred Liturgy, in the celebration of which "the importance of Sacred Scripture is very great" (Conc. Vat. II, Sacrosanctum Concilium, 24).
Therefore in the regions of the West the Church has preferred to the others that edition which is usually called the Vulgate and which, composed for the most part by the excellent teacher Saint Jerome, has been "confirmed in the Church herself by the usage of so many centuries" (Conc. Trid., sess. IV; Enchir. Bibl., n. 21). As a proof of such a great esteem there is also her concern for preparing a text according to critical methodology, and precisely by means of the edition which is still being arranged along scientific guidelines by the monks of the Abbey of Saint Jerome in Rome founded for that purpose by our predecessor of happy memory Pius XI (Const. Apost. Inter Praecipuas, 15 June 1933; A.A.S. XXVI, 1943, pp. 85 ff.).
However in our own time the Second Vatican Council, while confirming the respect given to that edition which people call the Vulgate (Const. Dei Verbum, n. 22) and while striving zealously so that the understanding of the Psalter in the Liturgy of the Hours might be made easier, decreed that the successfully initiated work of revising it "should be terminated as soon as possible. It shall take into account the style of Christian Latinity as well as the entire tradition of the Latin Church" (Sacrosanctum Concilium, n. 91).
Our predecessor of recent memory, Paul VI, was moved by all these considerations to set up even before the end of the same Council, that is on 29 November 1965, a special Pontifical Commission whose task it would be to carry out the command of the same General Council and to revise all the books of Sacred Scripture so that the Church might be enriched with a Latin edition which advancing biblical studies demanded and which might serve especially in the Liturgy.
In realizing this revision, "the old text of the Vulgate edition was taken into consideration word for word, namely, whenever the original texts are accurately rendered, such as they are found in modern critical editions; however the text was prudently improved, whenever it departs from them or interprets them less correctly. For this reason Christian biblical Latinity was used so that a just evaluation of tradition might be properly combined with the legitimate demands of critical science prevailing in these times" (cf. Address of Paul VI, 23 December 1966; A.A.S. LIX, 1967, pp. 53 ff.)
The text born out of this revision—which, indeed, was quite demanding in certain books of the Old Testament which Saint Jerome did not touch——was published in separate volumes from 1969 to 1977; but now it is being offered in a "typical" edition contained in one volume. This New Vulgate edition will also be of such a nature that vernacular translations, which are destined for liturgical and pastoral use, may be referred to it; and, to use the words of our predecessor Paul VI, "it is permissible to think that it is a certain sort of foundation on which biblical studies... may rest, especially where libraries open to special studies can be consulted only with greater difficulty, and where the diffusion of suitable research materials is more hindered" (cf. Address, December 22, 1977; cf. daily L'Osservatore Romano, 23 December 1977, p. 1).
In past times the Church considered that the old Vulgate edition was sufficient and was abundantly effective for sharing the word of God with the Christian people: something indeed which this New Vulgate edition will be able to accomplish all the more fully.
Consequently we are now happy to entrust to the Church the printed work which Paul VI greatly desired but was unable to see completely finished, which was followed up with enthusiastic support by John Paul I who had decided to send the books of the Pentateuch, revised by the aforementioned Pontifical Commission, as a gift to the Bishops about to meet in the city of Puebla, and which work we ourself together with many people from the Catholic world have ardently awaited.
These things being so, by virtue of this Letter we declare the New Vulgate edition of the Holy Bible as "typical" and we promulgate it to be used especially in the sacred Liturgy but also as suitable for other things, as we have said.
Finally we decree that this Constitution of ours be firm and forever efficacious and be scrupulously observed by all concerned, notwithstanding any obstacles whatsoever.
Given in Rome at St Peter's, 25 April, on the feast of Saint Mark the Evangelist, in the year 1979, the first of our Pontificate.

Article 20
The Latin liturgical texts of the Roman Rite, while drawing on centuries of ecclesial experience in transmitting the faith of the Church received from the Fathers, are themselves the fruit of the liturgical renewal, just recently brought forth. In order that such a rich patrimony may be preserved and passed on through the centuries, it is to be kept in mind from the beginning that the translation of the liturgical texts of the Roman Liturgy is not so much a work of creative innovation as it is of rendering the original texts faithfully and accurately into the vernacular language. While it is permissible to arrange the wording, the syntax and the style in such a way as to prepare a flowing vernacular text suitable to the rhythm of popular prayer, the original text, insofar as possible, must be translated integrally and in the most exact manner, without omissions or additions in terms of their content, and without paraphrases or glosses. Any adaptation to the characteristics or the nature of the various vernacular languages is to be sober and discreet.

Article 25
So that the content of the original texts may be evident and comprehensible even to the faithful who lack any special intellectual formation, the translations should be characterized by a kind of language which is easily understandable, yet which at the same time preserves these texts’ dignity, beauty, and doctrinal precision. By means of words of praise and adoration that foster reverence and gratitude in the face of God’s majesty, his power, his mercy and his transcendent nature, the translations will respond to the hunger and thirst for the living God that is experienced by the people of our own time, while contributing also to the dignity and beauty of the liturgical celebration itself.

Article 26
The liturgical texts’ character as a very powerful instrument for instilling in the lives of the Christian faithful the elements of faith and Christian morality, is to be maintained in the translations with the utmost solicitude. The translation, furthermore, must always be in accord with sound doctrine.

Article 32
The translation should not restrict the full sense of the original text within narrower limits. To be avoided on this account are expressions characteristic of commercial publicity, political or ideological programs, passing fashions, and those which are subject to regional variations or ambiguities in meaning. Academic style manuals or similar works, since they sometimes give way to such tendencies, are not to be considered standards for liturgical translation. On the other hand, works that are commonly considered “classics” in a given vernacular language may prove useful in providing a suitable standard for its vocabulary and usage.

Article 33
The use of capitalization in the liturgical texts of the Latin editiones typicae as well as in the liturgical translation of the Sacred Scriptures, for honorific or otherwise theologically significant reasons, is to be retained in the vernacular language at least insofar as the structure of a given language permits.

Article 34
It is preferable that a version of the Sacred Scriptures be prepared in accordance with the principles of sound exegesis and of high literary quality, but also with a view to the particular exigencies of liturgical use as regards style, the selection of words, and the selection from among different possible interpretations.

Article 35
Wherever no such version of the Sacred Scriptures exists in a given language, it will be necessary to use a previously prepared version, while modifying the translation wherever appropriate so that it may be suitable for use in the liturgical context according to the principles set forth in this Instruction.

Article 36
In order that the faithful may be able to commit to memory at least the more important texts of the Sacred Scriptures and be formed by them even in their private prayer, it is of the greatest importance that the translation of the Sacred Scriptures intended for liturgical use be characterized by a certain uniformity and stability, such that in every territory there should exist only one approved translation, which will be employed in all parts of the various liturgical books. This stability is especially to be desired in the translation of the Sacred Books of more frequent use, such as the Psalter, which is the fundamental prayer book of the Christian people. The Conferences of Bishops are strongly encouraged to provide for the commissioning and publication in their territories of an integral translation of the Sacred Scriptures intended for the private study and reading of the faithful, which corresponds in every part to the text that is used in the Sacred Liturgy.

Article 37
If the biblical translation from which the Lectionary is composed exhibits readings that differ from those set forth in the Latin liturgical text, it should be borne in mind that the Nova Vulgata Editio is the point of reference as regards the delineation of the canonical text. Thus, in the translation of the deuterocanonical books and wherever else there may exist varying manuscript traditions, the liturgical translation must be prepared in accordance with the same manuscript tradition that the Nova Vulgata has followed. If a previously prepared translation reflects a choice that departs from that which is found in the Nova Vulgata Editio as regards the underlying textual tradition, the order of verses, or similar factors, the discrepancy needs to be remedied in the preparation of any Lectionary so that conformity with the Latin liturgical text may be maintained. In preparing new translations, it would be helpful, though not obligatory, that the numbering of the verses also follow that of the same text as closely as possible.

Article 38
It is often permissible that a variant reading of a verse be used, on the basis of critical editions and upon the recommendation of experts. However, this is not permissible in the case of a liturgical text where such a choice would affect those elements of the passage that are pertinent to its liturgical context, or whenever the principles found elsewhere in this Instruction would otherwise be neglected. For passages where a critical consensus is lacking, particular attention should be given to the choices reflected in the approved Latin text.

Article 39
The delineation of the biblical pericopai is to conform entirely to the Ordo lectionum Missae or to the other approved and confirmed liturgical texts, as the case may be.

Article 40
With due regard for the requirements of sound exegesis, all care is to be taken to ensure that the words of the biblical passages commonly used in catechesis and in popular devotional prayers be maintained. On the other hand, great caution is to be taken to avoid a wording or style that the Catholic faithful would confuse with the manner of speech of non-Catholic ecclesial communities or of other religions, so that such a factor will not cause them confusion or discomfort.

Article 41
The effort should be made to ensure that the translations be conformed to that understanding of biblical passages which has been handed down by liturgical use and by the tradition of the Fathers of the Church, especially as regards very important texts such as the Psalms and the readings used for the principal celebrations of the liturgical year; in these cases the greatest care is to be taken so that the translation express the traditional Christological, typological and spiritual sense, and manifest the unity and the inter-relatedness of the two Testaments. For this reason:
a) it is advantageous to be guided by the Nova Vulgata wherever there is a need to choose, from among various possibilities [of translation], that one which is most suited for expressing the manner in which a text has traditionally been read and received within the Latin liturgical tradition;
b) for the same purpose, other ancient versions of the Sacred Scriptures should also be consulted, such as the Greek version of the Old Testament commonly known as the “Septuagint”, which has been used by the Christian faithful from the earliest days of the Church;
c) in accordance with immemorial tradition, which indeed is already evident in the above-mentioned “Septuagint” version, the name of almighty God expressed by the Hebrew tetragrammaton (YHWH) and rendered in Latin by the word Dominus, is to be rendered into any given vernacular by a word equivalent in meaning.
Finally, translators are strongly encouraged to pay close attention to the history of interpretation that may be drawn from citations of biblical texts in the writings of the Fathers of the Church, and also from those biblical images more frequently found in Christian art and hymnody.

Article 42
While caution is advisable lest the historical context of the biblical passages be obscured, the translator should also bear in mind that the word of God proclaimed in the Liturgy is not simply an historical document. For the biblical text treats not only of the great persons and events of the Old and New Testaments, but also of the mysteries of salvation, and thus refers to the faithful of the present age and to their lives. While always maintaining due regard for the norm of fidelity to the original text, one should strive, whenever there is a choice to be made between different ways of translating a term, to make those choices that will enable the hearer to recognize himself and the dimensions of his own life as vividly as possible in the persons and events found in the text.

Article 43
Modes of speech by which heavenly realities and actions are depicted in human form, or designated by means of limited, concrete terminology– as happens quite frequently in biblical language (i.e., anthropomorphisms) – often maintain their full force only if translated somewhat literally, as in the case of words in the Nova Vulgata Editio such as ambulare, brachium, digitus, manus, or vultus [Dei], as well as caro, cornu, os, semen, and visitare. Thus it is best that such terms not be explained or interpreted by more abstract or general vernacular expressions. As regards certain terms, such as those translated in the Nova Vulgata as anima and spiritus, the principles mentioned in above nn. 40-41 should be observed. Therefore, one should avoid replacing these terms by a personal pronoun or a more abstract term, except when this is strictly necessary in a given case. It should be borne in mind that a literal translation of terms which may initially sound odd in a vernacular language may for this very reason provoke inquisitiveness in the hearer and provide an occasion for catechesis.

Article 44
In order for a translation to be more easily proclaimed, it is necessary that any expression be avoided which is confusing or ambiguous when heard, such that the hearer would fail to grasp its meaning.

Article 45
Apart from that which is set forth in the Ordo lectionum Missae, the following norms are to be observed in the preparation of a Lectionary of biblical readings in a vernacular language:
a) Passages of Sacred Scripture contained in the Praenotanda of the Ordo lectionum Missae are to conform completely to the translation of the same passages as they occur within the Lectionary.
b) Likewise the titles, expressing the theme of the readings and placed at the head of them, are to retain the wording of the readings themselves, wherever such a correspondence exists in the Ordo lectionum Missae.
c) Finally, the words prescribed by the Ordo lectionum Missae for the beginning of the reading, called the incipits, are to follow as closely as possible the wording of the vernacular biblical version from which the readings are generally taken, refraining from following other translations. As regards those parts of the incipits that are not part of the biblical text itself, these are to be translated exactly from the Latin when preparing Lectionaries, unless the Conference of Bishops shall have sought and obtained the prior consent of the Congregation for Divine Worship and the Discipline of the Sacraments authorizing a different procedure for introducing the readings.

Article 49
49. Characteristic of the orations of the Roman liturgical tradition as well as of the other Catholic Rites is a coherent system of words and patterns of speech, consecrated by the books of Sacred Scripture and by ecclesial tradition, especially the writings of the Fathers of the Church. For this reason the manner of translating the liturgical books should foster a correspondence between the biblical text itself and the liturgical texts of ecclesiastical composition which contain biblical words or allusions.[36] In the translation of such texts, the translator would best be guided by the manner of expression that is characteristic of the version of the Sacred Scriptures approved for liturgical use in the territories for which the translation is being prepared. At the same time, care should be taken to avoid weighting down the text by clumsily over-elaborating the more delicate biblical allusions.

Article 50
50. Since the liturgical books of the Roman Rite contain many fundamental words of the theological and spiritual tradition of the Roman Church, every effort must be made to preserve this system of vocabulary rather than substituting other words that are alien to the liturgical and catechetical usage of the people of God in a given cultural and ecclesial context. For this reason, the following principles in particular are to be observed:
a) In translating words of greater theological significance, an appropriate degree of coordination should be sought between the liturgical text and the authoritative vernacular translation of the Catechism of the Catholic Church, provided that such a translation exists or is being prepared, whether in the language in question or in a very closely related language;
b) Whenever it would be inappropriate to use the same vocabulary or the same expression in the liturgical text as in the Catechism, the translator should be solicitous to render fully the doctrinal and theological meaning of the terms and of the text itself;
c) One should maintain the vocabulary that has gradually developed in a given vernacular language to distinguish the individual liturgical ministers, vessels, furnishings, and vesture from similar persons or things pertaining to everyday life and usage; words that lack such a sacral character are not to be used instead;
d) In translating important words, due constancy is to be observed throughout the various parts of the Liturgy, with due regard for n. 53 below.

Article 51
51. On the other hand, a variety of vocabulary in the original text should give rise, insofar as possible, to a corresponding variety in the translations. The translation may be weakened and made trite, for example, by the use of a single vernacular term for rendering differing Latin terms such as satiari, sumere, vegetari, and pasci, on the one hand, or the nouns caritas and dilectio on the other, or the words anima, animus, cor, mens, and spiritus, to give some examples. Similarly, a deficiency in translating the varying forms of addressing God, such as Domine, Deus, Omnipotens aeterne Deus, Pater, and so forth, as well as the various words expressing supplication, may render the translation monotonous and obscure the rich and beautiful way in which the relationship between the faithful and God is expressed in the Latin text.

Article 52
52. The translator should strive to maintain the denotation, or primary sense of the words and expressions found in the original text, as well as their connotation, that is, the finer shades of meaning or emotion evoked by them, and thus to ensure that the text be open to other orders of meaning that may have been intended in the original text.

53. Whenever a particular Latin term has a rich meaning that is difficult to render into a modern language (such as the words munus, famulus, consubstantialis, propitius, etc.) various solutions may be employed in the translations, whether the term be translated by a single vernacular word or by several, or by the coining of a new word, or perhaps by the adaptation or transcription of the same term into a language or alphabet that is different from the original text (cf. above, n. 21), or the use of an already existing word which may bear various meanings.[37]

Article 54
54. To be avoided in translations is any psychologizing tendency, especially a tendency to replace words treating of the theological virtues by others expressing merely human emotions. As regards words or expressions conveying a properly divine notion of causality (e.g., those expressed in Latin by the words “praesta, ut . . .”), one should avoid employing words or expressions denoting a merely extrinsic or profane sort of assistance instead.

Article 55
55. Certain words that may appear to have been introduced into the Latin liturgical text for reasons of meter or other technical or literary reasons convey, in reality, a properly theological content, so that they are to be preserved, insofar as possible, in the translation. It is necessary to translate with the utmost precision those words that express aspects of the mysteries of faith and the proper disposition of the Christian soul.

Article 56
56. Certain expressions that belong to the heritage of the whole or of a great part of the ancient Church, as well as others that have become part of the general human patrimony, are to be respected by a translation that is as literal as possible, as for example the words of the people’s response Et cum spiritu tuo, or the expression mea culpa, mea culpa, mea maxima culpa in the Act of Penance of the Order of Mass.
B. Syntax, style and literary genre

Article 57
57. That notable feature of the Roman Rite, namely its straightforward, concise and compact manner of expression, is to be maintained insofar as possible in the translation. Furthermore, the same manner of rendering a given expression is to be maintained throughout the translation, insofar as feasible. These principles are to be observed:
a) The connection between various expressions, manifested by subordinate and relative clauses, the ordering of words, and various forms of parallelism, is to be maintained as completely as possible in a manner appropriate to the vernacular language.
b) In the translation of terms contained in the original text, the same person, number, and gender is to be maintained insofar as possible.
c) The theological significance of words expressing causality, purpose or consequence (such as ut, ideo, enim, and quia) is to be maintained, though different languages may employ varying means for doing so.
d) The principles set forth above, in n. 51, regarding variety of vocabulary, are to be observed also in the variety of syntax and style (for example, in the location within the Collect of the vocative addressed to God).

58. The literary and rhetorical genres of the various texts of the Roman Liturgy are to be maintained.[38]

Article 59
59. Since liturgical texts by their very nature are intended to be proclaimed orally and to be heard in the liturgical celebration, they are characterized by a certain manner of expression that differs from that found in everyday speech or in texts intended be read silently. Examples of this include recurring and recognizable patterns of syntax and style, a solemn or exalted tone, alliteration and assonance, concrete and vivid images, repetition, parallelism and contrast, a certain rhythm, and at times, the lyric of poetic compositions. If it is sometimes not possible to employ in the translation the same stylistic elements as in the original text (as often happens, for example, in the case of alliteration or assonance), even so, the translator should seek to ascertain the intended effect of such elements in the mind of the hearer as regards thematic content, the expression of contrast between elements, emphasis, and so forth. Then he should employ the full possibilities of the vernacular language skillfully in order to achieve as integrally as possible the same effect as regards not only the conceptual content itself, but the other aspects as well. In poetic texts, greater flexibility will be needed in translation in order to provide for the role played by the literary form itself in expressing the content of the texts. Even so, expressions that have a particular doctrinal or spiritual importance or those that are more widely known are, insofar as possible, to be translated literally.

60. A great part of the liturgical texts are composed with the intention of their being sung by the priest celebrant, the deacon, the cantor, the people, or the choir. For this reason, the texts should be translated in a manner that is suitable for being set to music. Still, in preparing the musical accompaniment, full account must be taken of the authority of the text itself. Whether it be a question of the texts of Sacred Scripture or of those taken from the Liturgy and already duly confirmed, paraphrases are not to be substituted with the intention of making them more easily set to music, nor may hymns considered generically equivalent be employed in their place.[39]

BY WHICH CAN. 838 OF THE CODE OF CANON LAW IS MODIFIED
The great principle, established by the Second Vatican Ecumenical Council, according to which liturgical prayer be accommodated to the comprehension of the people so that it might be understood, required the weighty task of introducing the vernacular language into the liturgy and of preparing and approving the versions of the liturgical books, a charge that was entrusted to the Bishops.
The Latin Church was aware of the attendant sacrifice involved in the partial loss of liturgical Latin, which had been in use throughout the world over the course of centuries. However it willingly opened the door so that these versions, as part of the rites themselves, might become the voice of the Church celebrating the divine mysteries along with the Latin language.
At the same time, especially given the various clearly expressed views of the Council Fathers with regard to the use of the vernacular language in the liturgy, the Church was aware of the difficulties that might present themselves in this regard. On the one hand it was necessary to unite the good of the faithful of a given time and culture and their right to a conscious and active participation in liturgical celebrations with the substantial unity of the Roman Rite. On the other hand the vernacular languages themselves, often only in a progressive manner, would be able to become liturgical languages, standing out in a not dissimilar way to liturgical Latin for their elegance of style and the profundity of their concepts with the aim of nourishing the faith.
This was the aim of various Liturgical Laws, Instructions, Circular Letters, indications and confirmations of liturgical books in the various vernacular languages issued by the Apostolic See from the time of the Council which was true both before as well as after the laws established by the Code of Canon Law. The criteria indicated were and remain at the level of general guidelines and, as far as possible, must be followed by Liturgical Commissions as the most suitable instruments so that, across the great variety of languages, the liturgical community can arrive at an expressive style suitable and appropriate to the individual parts, maintaining integrity and accurate faithfulness especially in translating some texts of major importance in each liturgical book.
Because the liturgical text is a ritual sign it is a means of oral communication. However, for the believers who celebrate the sacred rites the word is also a mystery. Indeed when words are uttered, in particular when the Sacred Scriptures are read, God speaks to us. In the Gospel Christ himself speaks to his people who respond either themselves or through the celebrant by prayer to the Lord in the Holy Spirit.
The goal of the translation of liturgical texts and of biblical texts for the Liturgy of the Word is to announce the word of salvation to the faithful in obedience to the faith and to express the prayer of the Church to the Lord. For this purpose it is necessary to communicate to a given people using its own language all that the Church intended to communicate to other people through the Latin language. While fidelity cannot always be judged by individual words but must be sought in the context of the whole communicative act and according to its literary genre, nevertheless some particular terms must also be considered in the context of the entire Catholic faith because each translation of texts must be congruent with sound doctrine.
It is no surprise that difficulties have arisen between the Episcopal Conferences and the Apostolic See in the course of this long passage of work. In order that the decisions of the Council about the use of vernacular languages in the liturgy can also be of value in the future, a vigilant and creative collaboration full of reciprocal trust between the Episcopal Conferences and the Dicastery of the Apostolic See that exercises the task of promoting the Scared Liturgy, i.e. the Congregation for Divine Worship and the Discipline of the Sacraments, is absolutely necessary. For this reason, in order that the renewal of the whole liturgical life might continue, it seemed opportune that some principles handed on since the time of the Council should be more clearly reaffirmed and put into practice.
Without doubt, attention must be paid to the benefit and good of the faithful, nor must the right and duty of Episcopal Conferences be forgotten who, together with Episcopal Conferences from regions sharing the same language and with the Apostolic See, must ensure and establish that, while the character of each language is safeguarded, the sense of the original text is fully and faithfully rendered and that even after adaptations the translated liturgical books always illuminate the unity of the Roman Rite.
To make collaboration in this service to the faithful between the Apostolic See and Episcopal Conferences easier and more fruitful, and having listened to the advice of the Commission of Bishops and Experts that I established, I order, with the authority entrusted to me, that the canonical discipline currently in force in can. 838 of the cic be made clearer so that, according to what is stated in the Constitution Sacrosanctum Concilium, in particular in articles 36 §§ 3.4, 40 and 63, and in the Apostolic Letter Motu Proprio Sacram Liturgiam, n. ix, the competency of the Apostolic See surrounding the translation of liturgical books and the more radical adaptations established and approved by Episcopal Conferences be made clearer, among which can also be numbered eventual new texts to be inserted into these books.
Therefore, in the future can. 838 will read as follows: Can. 838 — §1. The ordering and guidance of the sacred liturgy depends solely upon the authority of the Church, namely, that of the Apostolic See and, as provided by law, that of the diocesan Bishop.
§ 2. It is for the Apostolic See to order the sacred liturgy of the universal Church, publish liturgical books, recognise adaptations approved by the Episcopal Conference according to the norm of law, and exercise vigilance that liturgical regulations are observed faithfully everywhere.
§ 3. It pertains to the Episcopal Conferences to faithfully prepare versions of the liturgical books in vernacular languages, suitably accommodated within defined limits, and to approve and publish the liturgical books for the regions for which they are responsible after the confirmation of the Apostolic See.
§ 4 Within the limits of his competence, it belongs to the diocesan Bishop to lay down in the Church entrusted to his care, liturgical regulations which are binding on all.
Consequently this is how art. 64 § 3 of the Apostolic Constitution Pastor Bonus as well as other laws are to be interpreted, particularly those contained in the liturgical books concerning their revision. Likewise I order that the Congregation for Divine Worship and the Discipline of the Sacraments modify its own “Regulations” on the basis of the new discipline and help the Episcopal Conferences to fulfil their task as well as working to promote ever more the liturgical life of the Latin Church.
Everything that I have decreed in this Apostolic Letter issued Motu Proprio must be observed in all its parts, notwithstanding anything to the contrary, even if it be worthy of particular mention, and I hereby set forth and I dispose that it be promulgated by publication in the daily newspaper L’Osservatore Romano, that it enter into force on 1 October 2017, and thereafter be published in Acta Apostolicae Sedis.

분명히 신자들의 행복과 선익에 관심을 기울이고, 주교회의들의 권리와 의무도 잊지 말아야 합니다. 주교회의들은 동일 언어권의 주교회의들과 또 사도좌와 함께 각 언어의 특성을 보존하면서 원문의 의미를 충만하고 충실하게 살리고, 적응 이후에도 번역된 전례서가 언제나 로마 예법의 단일성을 드러내도록 결정하고 실행해야 합니다.
사도좌와 주교회의들이 신자들을 위한 이러한 임무 수행에서 더욱 풍성한 결실을 맺는 더욱 수월한 협력을 할 수 있도록, 본인이 설립한 ‘주교와 전문가 위원회’의 조언을 듣고, 본인에게 맡겨진 권한으로 교회법 제838조의 현행 법규를 명료화하기로 결정합니다. 이로써, 거룩한 전례에 관한 헌장 「거룩한 공의회」(Sacrosanctum Concilium), 특히 36항 3,4번과 40항, 63항, 그리고 자의 교서 「거룩한 전례」(Sacram Liturgiam) 9항에서 표현된 정신에 따라서, 전례서의 번역 그리고 주교회의가 제정하고 승인하는 더 깊은 적응들과 그 가운데에서 전례서에 수록할 수 있는 새로운 본문들의 판단에 관한 사도좌의 관할권이 더욱 명확하게 드러날 것입니다.
이러한 의미에서, 앞으로 교회법 제838조는 다음과 같이 될 것입니다.
교회법 제838조 ① 거룩한 전례의 주관은 오로지 교회의 권위에만 즉 사도좌와 법규범에 따라 교구장 주교에게 속한다.
② 보편 교회의 거룩한 전례를 조정하고 전례서를 출판하며, 법 규범에 따라 주교회의에서 승인한 적응들을 인준하고, 또한 전례의 예규가 어디서나 충실히 준수되도록 감독하는 것은 사도좌의 소임이다.
③ 규정된 범위 안에서 충실하고 적절하게 적용한 전례서의 각국어 번역판들을 준비하고 승인하는 것, 그리고 사도좌의 추인을 받은 후에, 관할 지역을 위하여, 전례서를 발행하는 것은 주교회의에 속한다.
④ 자기에게 맡겨진 교회에서 자기 관할권 범위 안에서 모든 이들이 지켜야 하는 전례에 관한 규범을 정하는 것은 교구장에게 속한다.

The threefold fidelity (nn. 20–23)
20. Can. 838, § 3 requires the Episcopal Conferences to "faithfully prepare versions of the liturgical books in vernacular languages". The adverb faithfully implies a threefold fidelity: firstly to the original text, secondly to the particular language into which it is translated and finally to the comprehension of the text by the addressees who are introduced to the vocabulary of biblical revelation and liturgical tradition.
21. Faithfulness above all to the original text, i.e. in Latin, found in the typical liturgical books of the Roman Rite. Since this is a translation it is to be understood that the Latin text always serves as a reference point in case of doubt as to the correct meaning. Secondly, it cannot be ruled out that a version of the liturgical texts in a more widespread language already confirmed by the Apostolic See can also be used as an interpretative aid.
22. Faithfulness then to the language into which the translation is made, since each language has its own characteristics. The accuracy of the translation consists in combining respect for the character of each language while rendering "the meaning of the original Latin text … fully and faithfully".[30]
23. Finally, fidelity to comprehension of the text on the part of the addressees and to their "spiritual needs",[31] bearing in mind that "because the liturgical text is a ritual sign it is a means of oral communication".[32] The work of translation also requires that attention be paid to different literary genres (presidential prayers, acclamations, hymns, monitions, etc.) as well as to the fact that there are texts intended for proclamation, for listening to, for choral recitation. It is evident that liturgical language - the terms, elements and signs - needs to be explained in catechesis in the light of Sacred Scripture and Christian tradition.

22. 그다음으로 충실성은 번역하는 언어에 관한 것이어야 한다. 어떠한 언어든 그 자체의 특수한 규범을 가지고 있기 때문이다. 주의 깊은 번역은 그 언어의 특성을 존중하면서도 동시에 “라틴 말 원문의 뜻을 완전하고 충실하게 옮기도록”30) 힘쓰는 것이다.
23. 마지막으로 충실성은 그 본문을 마주하는 백성의 이해와 “영적인 필요”31)를 위한 적용에 대한 것이어야 한다. “전례문은 예식의 표지이므로 구두 의사소통의 수단”32)이라는 것을 고려해야 한다. 번역 작업은 그 밖에도(주례자의 기도, 환호, 노래, 권고와 같은) 다양한 문학 유형에 대하여 그리고 선포나 합송과 같은 다양한 형태의 본문들에도 커다란 주의를 기울여야 한다. 온갖 종류의 전례 언어, 곧 말과 특성과 상징들에 대해서는 성경과 그리스도교 전통에 비추어 그 의미를 밝혀 주는 교리 교육에서 자세히 설명해야 할 필요가 있다.
The translation process / scope of translation (nn. 24–30)
24. The translation covers the entire book, including documents such as the Constitutiones Apostolicae, Institutiones, Praenotanda. If there are reasons that might suggest proceeding by parts, especially in relation to the Missal, with its Lectionary, and the Liturgy of the Hours, it is necessary to bear in mind the internal coherence of the book and the use of the same criteria followed in the translation of vocabulary and rubrical terminology.
25. Particular attention should be paid to the translation of the most important liturgical texts. These are the relevant texts, according to the principle "lex orandi – lex credendi": the Ordo Missae,[33] and in particular the Eucharistic Prayers,[34] the Profession of Faith, and the Oratio dominica. Even the responses of the faithful and the common acclamations, often inspired by texts from Sacred Scripture, are expressions that need careful translation in order to promote their stability over time and avoid constant changes. Sacramental formulas are approved by the Holy Father alone.[35]
26. When a language is spoken in several countries, without a doubt it is desirable to adopt the same translation, especially for important liturgical texts.[36] The hope, consistently reiterated over the years, is that translations of liturgical texts in the same language will be prepared with the cooperation of all the concerned Bishops' Conferences.
27. To this end, it is useful to make use of mixed commissions,[37] i.e. made up of Bishops delegated by their respective Episcopal Conferences, who can avail themselves of the collaboration of experts from various countries. These Commissions are set up by the Presidents of the Episcopal Conferences and work according to a Statute (composition, competencies, functions) agreed upon by the Episcopal Conferences themselves. The Apostolic See can act as a mediator super partes in order to promote agreement and understanding. The texts prepared by these Commissions must be evaluated and approved by the individual Episcopal Conferences, and then presented to the Apostolic See by their respective Presidents for confirmatio.

28. A liturgical book contains translations of biblical texts, euchological texts and chants, as well as any adaptations that have or have not been provided for in the typical Latin editions.
29. According to the norms in force the biblical texts for liturgical use are taken from the translation of Sacred Scripture duly approved by the Episcopal Conference.[38] The biblical pericopes and their arrangement in the Lectionaries, including the accompanying apparatus, must correspond to the order indicated in the typical books.[39]
30. The translation of the euchological texts must be duly approved by the Episcopal Conference in accordance with established procedures.[40]

25. 매우 중요한 전례문의 번역에는 특별히 관심을 기울여야 마땅하다. “기도하는 대로 믿는다.”라는 원칙에 따르면, 중요한 본문은 「미사 통상문」(*Ordo Missae*)33)이며, 가장 중요한 본문은 감사 기도,34) 신앙 고백 곧 신경, 주님의 기도이다. 또한 신자들의 응답이나 환호에 쓰이는 말은 흔히 성경 본문에서 영감을 받은 것으로 후대에까지 오랫동안 쓰이도록 더 정확하게 번역하고 잦은 변경을 피해야 한다. 성사 양식문은 교황의 승인을 받는다.35)
26. 여러 나라에서 같은 언어를 사용할 때에는 의심할 여지 없이 특별히 중요한 전례문은 같은 번역을 채택하는 것이 적절하다.36) 그러므로 지난 여러 해 동안 언제나 그러해 왔듯이, 관련 주교회의들은 같은 언어로 전례문의 번역을 준비하는 데에 협력하는 것이 매우 바람직하다.
27. 이러한 목적을 추구하기 위하여, 주교회의들을 대표하고 여러 나라 전문가들의 협력을 요청하는 특별 권한을 지니는 주교들로 합동 위원회를 설립하도록 추진해야 한다.37) 주교회의 의장들로 구성되는 이 위원회는 그 주교회의들에서 작성하고 부여한(위원회의 구성, 권한, 그 활동을 규정하는) 정관에 따라 활동한다. 사도좌는 그들 위에서 상호 논의와 합의를 증진하는 중재자가 될 것이다. 위에서 말한 위원회에서 마련한 본문들을 심의하고 승인하는 것은 각 주교회의의 소임이다. 그 다음에, 같은 본문을 사도좌에 전달하고 추인을 요청하는 것은 각 주교회의 의장의 소임이다.
28. 전례서에는 성경 본문, 기도문, 노래의 번역문들이 모여 있으며, 라틴어 표준판에서 예견되거나 예견되지 않은 적응들도 있을 수 있다.
29. 전례에서 사용되는 성경 본문은, 현행 규범에 따라, 이미 주교회의에서 올바르게 승인한 성경 번역에서 가져온다.38) 독서집에 수록되는 성경 본문의 단락과 배치는 편집을 포함하여 그 표준판에 있는 것들과 일치해야 한다.39)
30. 정해진 절차에 따라,40) 기도문의 번역을 합법적으로 승인하는 것은 주교회의의 소임이다.
Chants, adaptations, and the request for confirmatio/recognitio (nn. 31–35)
31. The proper liturgical chants are those indicated in the typical liturgical books. Other chants/hymns, provided they are appropriate in terms of text, liturgical function and congruence with the day and time, must be approved by the Episcopal Conference.[41]
32. Choices, provided for in the typical editions, regarding adaptations within the competence of the Episcopal Conference must also be duly approved by the same Conference.[42]
33. At the end of the evaluation process adaptations which are not provided for in the liturgical books must be duly approved by the Conference of Bishops according to the established procedures.[43]

34. The translation of a liturgical book, approved by the Episcopal Conference, is sent for confirmatio to the Apostolic See with a letter signed by the President and the Secretary of the Episcopal Conference, accompanied by the acts relating to the canonical vote, together with two copies of the text, to which is also attached the text in electronic format, and a report on the work done and the choices made.[44] In accordance with the Statutes of the individual Episcopal Conferences, the same rule also applies to the translation of new texts for inclusion in a liturgical book.
35. Whenever the Episcopal Conference considers it useful to make changes or corrections in the liturgical book, as well as to revise it for the purpose of a new edition, it is necessary to follow the procedure described in the previous paragraph.

34. 주교회의에서 승인받은 모든 전례서의 번역은 추인을 위하여 주교회의 의장과 서기가 서명한 서한과 함께 사도좌에 전달된다. 그 서한에는 투표 기록과 함께 전자 사본을 덧붙인 종이 사본 2부 그리고 번역 작업의 수행과 선택된 적응에 관한 보고서를 첨부한다.44) 전례서에 삽입되는 새로운 본문의 번역에 대해서도 각 주교회의 정관의 정신대로 동일한 규범이 적용된다.
35. 주교회의는 전례서를 변경하거나 수정하는 것이 적절하다고 여길 때마다, 또는 새로운 개정판을 펴내려고 할 때마다 34항에 서술된 절차를 따라야 한다.

프란치스코 교황께서 교회법 제838조 제2항과 제3항의 규범을 개정하는 자의 교서 「대원칙」(*Magnum Principium*)을 발표하셨기에, 본 경신성사성은 1983년 『교회 법전』(*Codex Iuris Canonici*)제838조 제2항과 제3항의 예전 규범에 따라 발표한 전례서들의 총지침이나 지침뿐만 아니라 훈령, 선언, 공지들에서도 새로운 규율에 어긋나게 보이는 것들을 수정한다.1) 이는 특히 2002년과 2008년에 발행된 「로마 미사 경본 총지침」(*Institutio Generalis Missalis Romani*)과 다른 예식서들, 곧 『주교, 사제, 부제 서품 예식』(*De Ordinatione Episcopi, Presbyterorum et Diaconorum*), 『혼인 예식』(*Ordo Celebrandi Matrimonium*), 『구마 예식』(*De Exorcismis*), 『순교록』(*Martyrologium*)의 ‘지침’들, 그리고 개별적으로는 「합법적 다양성」(*Varietates Legitimae*)과 「올바른 전례」(*Liturgiam Authenticam*)라는 말로 시작하는 훈령들에 적용된다. 또한 모국어 번역문과 여러 적응과 관련하여 주교회의들이나 본 경신성사성의 권위와 법률적 권한으로 펴낸 개별 전례서의 교령들도 모두 언제나 자세히 살펴야 하고, 새로운 교회법 제838조의 조문과 정신에 비추어 해석해야 한다.2)
앞에서 말한 자의 교서의 정신을 따르는 본 경신성사성은 이 문제에 관하여 본 성이 제정한 모든 전례법을 다시 숙고하여 해석하고, 필요하다면 설명함으로써 “주교회의들이 그들의 임무를 완수하도록 도와주고, 라틴 교회의 전례 생활을 날로 더욱더 증진하는 일에 힘쓰고자” 한다.
그러므로 자의 교서의 정신에 따라, 이 교령의 첫째 부분에서는 특히 경신성사성과 주교회의들의 관할권과 관련하여 전례서들의 번역이나 그 적응에 대한 규범과 규율과 절차를 다시 검토하고 해석하며 수정한다. 다만 신앙교리성의 권한과 교황에게 유보된 승인은 존중되어야 한다. 그리고 이 교령의 둘째 부분에서는 1983년에 이미 발표된 뒤 새로 발행하는 전례서에 도입해야 할 일부 ‘변경 사항’(Variationes)3)을 더 제시한다.
I. 규범과 절차
1. 성 바오로 6세 교황과 성 요한 바오로 2세 교황의 권위로 개정된 전례서들은 로마 예식의 전례 거행을 위하여 의무적으로 사용하도록 결정되고 발행된 것이다. 이 전례서들은 성경 독서와 교회의 기도와 노래 그리고 다른 본문들을 담고 있다. 거기에는 또한 총지침과 지침들이 딸려 있고,4) 그 안에는 각 전례의 신학, 영성, 사목 원칙과 임무, 전례 거행의 구조와 규율이 제시되어 있다. 라틴어로 쓰인 이 전례서들은5) 예식과 기도를 통하여 교회의 신앙을 표현하는 오랜 전통을 전해 준다.6) 그러므로 이 전례서들 안에 담겨 있는 것은 결코 신자 개인이나 어떤 단체의 자산으로 여길 수 없다. 이 전례서들이 교회의 삶과 기도를 분명하게 보여 주기 때문이다.
2. 로마 예식의 라틴어 전례서들은 사도좌에서 표준판으로 발행하며, 그 소유권(저작권) 은 사도좌가 가진다.7) 이 ‘원본’과 일치한다는 사실은 경신성사성에서 검증한다. 후속 판본은 물론 개정판이나 증보판에도 같은 원칙이 적용된다. 관례대로 바티칸인쇄소에서 제작하고 ‘바티칸출판사’에서 배포하는 표준판 전례서들은 발행 즉시 사용할 수 있다.
3. 위에서 말한 라틴어 본문의 전례서들을 전례에서 사용하려면,(표준판이나 준표준판의) 초판이든 재판이든 그때마다 경신성사성에서 출판 허가를 받아야 한다. 위에서 말한 준표준판의 발행인은 그 밖에도 사도좌재산관리처나 그 위임에 따라 ‘바티칸출판사’와 계약을 맺어야 한다. 또한 전례서나 그 일부를 인터넷을 통하여 배포할 때에도 이와 유사한 허가를 받아야 한다.8)
4. 제2차 바티칸 공의회가 결정한 정신에 따라 로마 예법의 전례서들을 개정할 때에는, 모국어로 번역할 필요성과 그 적응에 관한 문제들을 민족들의 문화적 다양성과 함께 살펴보며 이러한 일에 관련된 어려움들을 깊이 숙고해야 한다. 이 일에서는 아래 사항들을 잊지 말아야 한다.
가) 하느님의 신비들을 거행하는 교회의 목소리로서 예식의 일부를 이루고 있는 전례문의 번역은 라틴어로 전해진 전례문과 똑같은 힘을 지니고 있다.9) 그러므로 언어가 다양하다 하더라도, 그 번역은 전례적 언어가 되도록 노력해야 하고, 하나이고 똑같은 교회의 목소리, 곧 하나이고 똑같은 ‘기도하는 법’(lex orandi)을 보존해야 한다. 따라서 전례문의 번역은 개인의 판단에 맡길 수 없고, 오직 주교들의 직무에 위임되어야 하며, 주교회의의 승인을 받아야 한다.
나) 신자들의 사목적 선익을 위하여, 전례서들에 이미 예견되어 있는 적응들 외에도, 전례 거행의 주례자에게 관련된 것들과 필요하고 유익한 다른 종류의 적응들을 주교회의의 심의와 승인을 받아 마련할 수 있다.

6. 자의 교서의 발표로, 전례서의 번역과 적응을 위하여 지금까지 적용해 온 관련 규범의 해석을 이제 완전히 새롭게 할 필요가 있다. 그러나 “제시된 원칙들은 유용한 것이었고 그 대부분은 여전히 그러하다. 또한 될 수 있는 대로, 전례위원회들은 이 원칙들을 알맞은 도구로 사용해야”13) 한다는 것을 주의 깊게 숙고해야 한다.
7. 이 교령에 주교회의와 경신성사성의 관할권에 관한 규정과 지침들을 모아 둔다. 아래 43항과 45항에 서술된 인준과 추인의 행위는 주교회의의 결정에 충만한 효력을 부여하는 데 필요하며, 이는 동시에 주교들과 이루는 교황의 친교를 보여 준다.14)
주교회의의 책임과 관할권
8. 교회법 제838조 제2항과 제3항의 정신에 따라, 이미 전례서에 예견된 적응들과 라틴어 원문을 번역하여 위에서 말한 절차대로 전례서를 발행하는 것은 주교회의에 속한다. 여기에는 사도좌의 추인이 필요하다. 표준판 전례서에서 예견되지 않았지만 있을 수도 있는 더 깊은 적응(전례 헌장 40항 참조) 에는 사도좌의 인준이 필요하다. 사도좌의 인준과 추인을 받으려면, 주교회의 편에서 교회법 제455조 제2항의 규범에 따른 절차대로 먼저 승인해야 한다.
전례서의 적응들을 법 규범에 따라 승인하는 것은 주교회의의 소임이다(교회법 제838조 제2항 참조).
9. 로마 예식의 더 깊은 적응(전례 헌장 40항 참조) 은 언제나 표준판 전례서에서 증언하는 일치를 실제로 보존하면서 오직 문화적 필요성(예식의 실행, 상징, 동작) 에서만 이루어질 수 있다. 이는 어떤 다른 이유가 아니라 로마 예식의 ‘토착화’라는 사유가 있어야 한다.15) 이러한 적응은 로마 예식의 전통적인 동작과 상징으로 드러나는 똑같은 의미를, 분명히 다른 동작과 상징의 유형을 통하여 올바르게 표현하도록 하는 것이다. 그리고 고유 전례력16)이나 사목적 필요를 반영하는 고유 전례문과 같이 실제로 다른 적응을 마련하는 기회도 있다.
10. 표준판 전례서에서 예견되지 않은 여러 적응을 적절히 마련한 새로운 전례문과 함께 도입하도록 올바르게 심사숙고하고 승인하는 것은 주교회의가 관할한다.17) 이러한 적응들에 관한 연구는 주교회의 전례위원회에 위임되고, 이 위원회는 주교회의 신앙교리위원회와 협의하여 전문가들의 도움을 활용할 수 있다.18) 그러고 나서 주교회의 의장은 필요한 인준을 받기 위하여 관련 사안에 대한 보고서와 함께 회의록을 사도좌에 제출한다. 그 보고서는 적응의 채택 이유와 현행 규범에 따른 논의 과정을 설명한다.19)
11. 어떤 나라의 한 지역이나 여러 지역을 위한 적응들은 언제나 주교회의의 승인을 받아야 한다. 그것은 곧 개별적인 채택에 대하여 더 광범위하고 더 신중한 평가를 하게 해 준다.
12. 더 깊은 적응들은 사도좌의 인준을 받은 뒤 주교회의가 정한 전례서에 수록하는데, 그 부분이 특별하다는 것을 가리킬 수 있도록 달리 표시하여 인쇄해야 한다. 그러한 적응들을 다른 주교회의의 전례서에서 채택하려면, 그 주교회의의 새로운 승인을 받고 사도좌에 새로운 인준을 청원해야 한다.
주교회의는 전례서들의 모국어 번역판을 준비하고 승인하여, 이를 출판하기 전에 사도좌의 추인을 요청한다(교회법 제838조 제3항 참조) .
언어에 대하여
13. 전례서의 번역을 준비하려면 무엇보다도 먼저 언어를 고려해야 한다.20) 그 언어의 특징과 분포, 미래 세대의 이해와 후대의 사용도 심사숙고해야 하는 것이다. 전례를 위하여 지역 언어를 채택할 때에는 그 밖에도 주요 판단 기준이 신자들의 전례 거행 참여라는 것을 숙고해야 한다. 일부 신자들의 정체성에 관한 문제나 사회적인 이유와 같은 다른 편의를 고려해서는 안 된다.
14. 관할 지역을 위하여 한 언어나 여러 언어의 전례 도입을 결정하고, 또한 어떤 이유로 표준판 전례서의 전부나 일부를 번역하도록, 곧 전례서 전체 또는 실제로 신자들의 전례 참여를 돕는 데 필요하거나 유익한 부분만을 번역하도록 판별하는 것은 주교회의의 소임이다.21)
15. 중요한 첫째 조건은, 정해진 언어로 번역되고 주교회의의 승인을 받은 성경 본문이 있어야 한다.22) 성경 본문은 전례 거행에 대단히 중요하고도 가장 강력한 원천이며23) 전례 언어의 형성에 반드시 필요하다.24)
16. 주교회의는 정해진 언어의 전례 사용과 방식에 대하여 먼저 결정하고 이를 사도좌에 제출하여 마땅히 추인을 받아야 한다.25) 추인을 받지 않고 실제로 번역 작업을 시작하는 것은 합당하지 않다.
번역 작업
17. 최근 여러 해 동안의 경험은 성경과 전례서의 번역 작업이 복합적이라는 것을 가르쳐 주었다. 주교들은 이 일에서 무거운 책임감을 지녀야 하고, 바로 주교회의가 이 짐을 지고 가야 한다.26) 전례 라틴어의 번역 전문가들을 비롯하여 적합한 사람들을 불러 모아 필요한 도움을 받아야 하고, 성경이 아닌 전례문을 알맞게 옮기는 어휘 목록과 번역 방식을 마련하는 것과 같은 더욱 적절한 수단을 활용해야 한다.27)
18. 주교회의 전례위원회는 이러한 일에서 막중한 임무를 수행한다.28) 의사 결정을 보증하는 주교들은 먼저 전문가들의 모임을 상설 기구로 조직하여 공동체로서 그 일을 하게 해야 한다. 가톨릭 교회의 바르고 온전한 신앙을 알맞은 어휘들과 그 교리를 통하여 정해진 언어로 어떠한 의심도 없이 표현할 수 있으려면, 분명히 주교회의 신앙교리위원회의 견해도 필요하다. 전례 기도는 교회가 무엇을 믿고 또한 무엇을 믿어야 하는지를 가장 분명하게 밝혀 주는 것이므로, 최종 결정은 하느님의 백성을 가르치는 임무를 지니고 의결권을 가진 모든 주교가 함께 모이는 기구인 주교회의가 한다.
19. “전례문의 번역과 말씀 전례를 위한 성경 본문의 번역은 믿음으로 순종하는 신자들에게 구원의 말씀을 선포하고 주님께 교회의 기도를 드리는 것이 목적이다. 이러한 목적으로 교회가 라틴어로 다른 민족에게 전하고자 했던 것을 각 민족에게 그들 자신의 언어로 전달해야 한다. 그렇지만 충실성은 언제나 개별 단어들로 판단할 수 있는 것이 아니고, 참으로 전체 소통 행위의 맥락에서 그리고 말의 고유한 유형에 따라 판단할 수 있다. 그럼에도 일부 특정 단어는 또한 온전한 가톨릭 신앙의 맥락에서 고려해야 한다. 모든 전례문의 번역은 올바른 교리와 부합해야 하기 때문이다.”29)
20. 교회법 제838조 제3항에 따라, “충실하게 …… 전례서의 각국어 번역판들을 준비하는 것은 주교회의에 속한다.” 여기에서 ‘충실하게’라는 부사는 세 가지 충실성을 요구하고 있다. 첫째는, 원문에 대한 충실성이고, 그다음은, 번역하는 언어에 대한 충실성이며, 마지막은, 성경의 계시와 전례 전통으로 세워진 그 말을 백성이 이해하도록 하는 본문 적용에 대한 충실성이다.
21. 충실성은 주로 원문에 대한 것이어야 한다. 곧 로마 예식의 표준판 전례서에 쓰여 있는 라틴 말에 충실해야 한다. 번역을 하는 데에서 해석에 관한 어떤 의심이 든다면, 분명히 라틴어 본문을 언제나 올바른 의미의 표준으로 삼아야 한다. 그러나 부차적으로 널리 알려진 다른 언어로 번역되어 이미 사도좌의 추인을 받은 전례문들에서 해석의 도움을 받는 것도 금지하지는 않는다.
22. 그다음으로 충실성은 번역하는 언어에 관한 것이어야 한다. 어떠한 언어든 그 자체의 특수한 규범을 가지고 있기 때문이다. 주의 깊은 번역은 그 언어의 특성을 존중하면서도 동시에 “라틴 말 원문의 뜻을 완전하고 충실하게 옮기도록”30) 힘쓰는 것이다.
23. 마지막으로 충실성은 그 본문을 마주하는 백성의 이해와 “영적인 필요”31)를 위한 적용에 대한 것이어야 한다. “전례문은 예식의 표지이므로 구두 의사소통의 수단”32)이라는 것을 고려해야 한다. 번역 작업은 그 밖에도(주례자의 기도, 환호, 노래, 권고와 같은) 다양한 문학 유형에 대하여 그리고 선포나 합송과 같은 다양한 형태의 본문들에도 커다란 주의를 기울여야 한다. 온갖 종류의 전례 언어, 곧 말과 특성과 상징들에 대해서는 성경과 그리스도교 전통에 비추어 그 의미를 밝혀 주는 교리 교육에서 자세히 설명해야 할 필요가 있다.
24. 번역 작업은 전례서 전체를 옮겨야 하며, 교황령과 총지침이나 지침이 제외되어서는 안 된다, 어떤 이유에서 부분적으로 번역하는 것이 편리하더라도, 특히 『로마 미사 경본』(*Missale Romanum*)과 『미사 독서』(*Lectionarium*)그리고 『성무일도』(*Liturgia Horarum*)의 전례문과 예규의 번역에는 언제나 내적 일관성과 더불어 동일한 규칙을 적용해야 한다는 것을 기억한다.
25. 매우 중요한 전례문의 번역에는 특별히 관심을 기울여야 마땅하다. “기도하는 대로 믿는다.”라는 원칙에 따르면, 중요한 본문은 「미사 통상문」(*Ordo Missae*)33)이며, 가장 중요한 본문은 감사 기도,34) 신앙 고백 곧 신경, 주님의 기도이다. 또한 신자들의 응답이나 환호에 쓰이는 말은 흔히 성경 본문에서 영감을 받은 것으로 후대에까지 오랫동안 쓰이도록 더 정확하게 번역하고 잦은 변경을 피해야 한다. 성사 양식문은 교황의 승인을 받는다.35)
26. 여러 나라에서 같은 언어를 사용할 때에는 의심할 여지 없이 특별히 중요한 전례문은 같은 번역을 채택하는 것이 적절하다.36) 그러므로 지난 여러 해 동안 언제나 그러해 왔듯이, 관련 주교회의들은 같은 언어로 전례문의 번역을 준비하는 데에 협력하는 것이 매우 바람직하다.
27. 이러한 목적을 추구하기 위하여, 주교회의들을 대표하고 여러 나라 전문가들의 협력을 요청하는 특별 권한을 지니는 주교들로 합동 위원회를 설립하도록 추진해야 한다.37) 주교회의 의장들로 구성되는 이 위원회는 그 주교회의들에서 작성하고 부여한(위원회의 구성, 권한, 그 활동을 규정하는) 정관에 따라 활동한다. 사도좌는 그들 위에서 상호 논의와 합의를 증진하는 중재자가 될 것이다. 위에서 말한 위원회에서 마련한 본문들을 심의하고 승인하는 것은 각 주교회의의 소임이다. 그 다음에, 같은 본문을 사도좌에 전달하고 추인을 요청하는 것은 각 주교회의 의장의 소임이다.
전례서의 시안과 그 승인
28. 전례서에는 성경 본문, 기도문, 노래의 번역문들이 모여 있으며, 라틴어 표준판에서 예견되거나 예견되지 않은 적응들도 있을 수 있다.
29. 전례에서 사용되는 성경 본문은, 현행 규범에 따라, 이미 주교회의에서 올바르게 승인한 성경 번역에서 가져온다.38) 독서집에 수록되는 성경 본문의 단락과 배치는 편집을 포함하여 그 표준판에 있는 것들과 일치해야 한다.39)
30. 정해진 절차에 따라,40) 기도문의 번역을 합법적으로 승인하는 것은 주교회의의 소임이다.
31. 전례의 고유한 노래들은 표준판 전례서에 지시되어 있다. 노래 가사, 전례적 기능, 모임과 관련하여 그날과 그 시기에 알맞다고 여겨지는 다른 노래들은 언제나 주교회의의 승인을 받는다.41)
32. 표준판에 예견된 적응들에 관한 선택은 주교회의에 속하며, 주교회의에서 올바르게 승인을 받아야 한다.42)
33. 전례서에 예견되지 않은 적응들은 심의 과정을 마친 뒤 정해진 절차에 따라 주교회의에서 올바르게 승인을 받아야 한다.43)
사도좌에 요청하는 추인과 인준
34. 주교회의에서 승인받은 모든 전례서의 번역은 추인을 위하여 주교회의 의장과 서기가 서명한 서한과 함께 사도좌에 전달된다. 그 서한에는 투표 기록과 함께 전자 사본을 덧붙인 종이 사본 2부 그리고 번역 작업의 수행과 선택된 적응에 관한 보고서를 첨부한다.44) 전례서에 삽입되는 새로운 본문의 번역에 대해서도 각 주교회의 정관의 정신대로 동일한 규범이 적용된다.
35. 주교회의는 전례서를 변경하거나 수정하는 것이 적절하다고 여길 때마다, 또는 새로운 개정판을 펴내려고 할 때마다 34항에 서술된 절차를 따라야 한다.
36. 동일한 절차는 인준의 요청에도 유효하다.
전례서의 발행
37. 사도좌의 추인과 인준을 받은 전례서는 주교회의 의장과 서기가 서명한 교령으로 공포된다. 이는 어느 나라에서 한 지역의 언어로만 번역된 전례서에도 유효하다.
38. 편찬된 전례서 맨 앞의 지면들에는 사도좌와 주교회의의 교령들을 발표된 언어로 수록해야 하고, 주교회의 전례위원회 위원장 또는 그 위원장이 없으면 주교회의 의장이 ‘원본과 일치한다’(concordat cum originali)는 것을 확인하고, 법 규범에 따라 ‘출판 허가’(imprimatur)를 한다.45)
39. 모든 전례서의 재판은 필요하다면, 사도좌에서 이미 규정된 추인과 인준을 받은 본문의 수정과 변경 사항들을 받아들여야 할 것이다. 이러한 교령들은 전례서의 첫 부분에 언급해야 한다.
40. 각국어로 발행된 전례서 본문의 저작권은 주교회의가 가진다. 다른 주교회의가 같은 본문을 사용할 수 있지만, 그 권리는 관련 주교회의들이 서면으로 제정한다.
경신성사성의 책임과 관할권
41. 교회법 제838조 제2항과 제3항의 정신에 따라, 앞으로 각국어로 펴내는 전례서들과 관련하여, 주교회의가 법 규범에 따라 승인한 적응들을 인준하는 것과 주교회의가 올바르게 승인한 전례문의 번역을 추인하는 것은 경신성사성에 속한다.
‘인준’에 대하여
42. 표준판 전례서에 예견되지 않은 적응들과 관련된 절차는 반드시 주교회의에서 승인한 다음에 사도좌의 인준을 받아야 한다. 예식의 요소들과 특별한 본문에 대하여 이루어지는 인준은 로마 예식과 조화를 이루어 가톨릭 신앙과 실체적으로 일치하고 동시에 충만한 합의를 보존하도록 요구하는 것이다.46)
43. 그러므로 인준은 주교회의가 합법적인 논의 과정을 거치고 문화적 이유47)와 민족의 관습48)과 사목적 필요49)를 고려하여 자기 지역을 위하여 승인한 모든 것을 사도좌에서 검토하는 것이다.
44. ‘임시’ 또는 ‘시험’을 위한 적응들과 관련하여, 경신성사성은 일정 기간 그 긍정적인 측면들과 부정적인 측면들을 주의 깊게 살펴보고, 위에서 말한 적응들의 정해진 기간과 규범과 판단을 존중하여 확고한 결정을 내릴 것이다.
‘추인’에 대하여
45. 추인은 성경 본문과 전례문의 번역을 사도좌 편에서 인정하는 것이다. 다양한 문제들에 관하여 합법적인 과정으로 승인을 완료하는 것은 주교회의에 속한다. 예컨대, 전례에서 언어의 채택과 확대, 번역 방식, 표준판 전례서에 담긴 모든 본문과 번역의 합치, 전례서에 이미 제시된 선택의 실행과 같은 문제들은 주교회의가 관할한다.
46. 독서집과 관련하여, 추인은 또한 성경 본문의 단락과 그 편집이 로마 예식 표준판 전례서에 있는 것들과 일치하는지를 확인하는 것이다.
47. 성사 양식문의 번역에 관한 추인은 현행 규범에 따라 교황 성하의 승인을 받은 다음에 부여한다.50)
48. 번역된 전례문에서 결함들이 드러나거나 매우 중요한 본문들(위 25항 참조) 과 다른 전례 양식문들에 관하여 설명이 필요하다면, 예컨대 서품 기도, 봉헌 기도, 축성 기도, 구마 양식문, 사제의 인사와 신자들의 응답, 성경에서 영감을 받은 환호와 다른 특별한 말들을 교회의 신앙 안에서 이해하게 하려면,51) 경신성사성은 주교회의와 대화를 시작하여 고유한 권한에 따라 문제를 해결하도록 힘써야 한다.
49. 여러 주교회의가 어떤 언어로 공동 번역을 할 때에는, 경신성사성에서 그 주교회의들과 새롭게 대화를 나누어, 특히 성사 양식문과 신자들의 응답과 교리적 사목적으로 중요한 본문들을 위하여 모두 합의하는 해답을 찾아야 한다.
교구와 수도 가족의 고유 전례문
50. 교회법 제838조가 교구들과 수도 가족들의 고유한 전례문에 직접 관련되지 않는다 하더라도, 전례서와 밀접히 결합되는 이러한 주제는 또한 폭넓게 이 규범을 적용하도록 요구한다.
가) 교구, 축성 생활회, 사도 생활단과 특별한 권리를 지닌 다른 이들은 고유 전례력, 미사와 성무일도의 고유 전례문과 함께 고유 순교록52)을 가질 권리가 있다.
나) 수도 가족을 위해서는 『수도 서원 예식』(*Ordo Professionis Religiosae*)53)과 고유한 다른 전례 거행의 적응도 예견되어 있다.
51. 고유 거행들은 로마 보편 전례력에 적절히 삽입한다. 교구의 고유 전례력은 국가나 지역의 전례력에 앞서야 한다. 모든 고유 전례력은 관할 권위가 작성하여 사도좌의 승인을 받아야 한다.54)
52. 교회법 제838조 제2항의 규범에 따라, 그와 비슷하게 관할 권위(주교 또는 총원장) 는 고유나 개별 전례력의 편집을 지도하고,55) 이는 새로운 전례문에 관련되는 것이므로 라틴어나 다른 지역 언어로 옮긴 그 시안을 경신성사성에 보내 인준을 요청한다. 새로운 복자들의 영예를 기리는 전례문에서는 적어도 라틴어로 본기도를 작성해야 한다.56)
성경 본문과 관련하여, 모든 고유 전례문에는 올바르게 주교회의의 승인을 받은 성경 번역을 채택해야 한다.
다른 전례문들, 특히 감사 기도에 관하여, 오늘날 전례서들에 적용되는 동일한 작성 규정들이 있다. 거행의 등급과 관련해서는 『로마 미사 경본』과 『성무일도』를 그 본문의 전개와 유형을 위한 표본으로 삼는다.
고유 전례문의 배열과 그 전체적인 편집은 주교회의들이 각국어로 발행하는 표준판 전례서의 편집 표본을 따라야 한다.
53. 개별 또는 고유 전례력의 작성이나 개정을 위한 작업 과정이 끝나면, 관할 권위는 경신성사성에 인준을 청원한다.
청원서에는 승인받아야 할 본문의 사본 2부를 그 전자 사본과 함께 덧붙이고, 현행 규범에 따라 승인을 받은 고유 전례력과 최신 전례력에 비추어, 그 거행의 소개나 변경 사유에 대한 별도의 설명과 함께 작업 수행에 관한 간략한 보고서를 첨부해야 한다.
54. 라틴어나 다른 언어로 작성된 고유 전례문은 경신성사성의 교령으로 인준을 받은 다음에 표준 전례문으로 여겨야 한다. 이를 다른 언어로 옮긴 번역은 관할 권위가 경신성사성에 간략한 보고서와 함께 보내어 추인을 청원해야 한다.
55. 교구들과 권리를 지닌 다른 이들을 위한 미사와 성무일도의 고유 전례문은 별도의 다른 전례서를 만드는 것이 아니다. 고유 전례문은 『로마 미사 경본』과 『성무일도』에 덧붙여져, 그 통상문이나 공통 기도 아래에 들어가는 것이다.57)

21. ‘전례 헌장’(63항 나) 에서 정한 대로, 주교회의는 이 《로마 예식서》를 각 지역의 필요에 맞게 조정하여 지역 예식서를 마련하고, 사도좌의 인준 을 받아 해당 지역에서 사용하도록 관할한다. 이와 관련하여 주교회의가 할 일은 아래와 같다. 1) 이 예식서에 규정된 범위 안에서 적응을 결정하는 일. 2) 민족의 전통과 특성 가운데 무엇을 적절히 받아들일 수 있는지 진지하고 신중하게 고려하여, 필요하고 유익한 적응을 사도좌에 제안하고 사도좌의 [……] 인준 후에 도입하는 일. 3) 이미 고유 예식이 있다면, 그 가운데 ‘전례 헌장’과 현대의 요청에 맞는 요소를 보존하거나 사도좌의 인준을 받아 적응시키는 일. 4) 문화의 특성과 언어의 성격에 잘 맞게 번역문을 마련 하여 승인하고 사도좌의 추인을 받아, 필요하다면 노래로 부르도록 알맞은 곡을 붙이는 일. 5) 집전자들이 예식의 뜻을 잘 파악하고 그 효과를 내게 하도록, 사도좌의 인준을 받아 《로마 예식서》의 지침을 알맞게 적응하고 보완하는 일. 6) 주교회의 주관으로 전례서를 발행할 때에 사목적 사용에 알맞은 양식으로 편찬하는 일. 다만 이 표준판에 포함된 내용은 어떤 것도 생략하지 말아야 한다.
만일 예식 규정이나 전례문을 보완해야 한다면, 그 부분은 알맞은 기호나 서체로 표기하여 《로마 예식서》의 예식 규정이나 전례문과는 구별되도록 해야 한다.
22. 지역 고유의 장례 예식을 마련하는 데에 주교회의가 할 일은 아래와 같으며, 사도좌의 추인(위 21항의 6 참조) 이나 인준(위 21항의 3과 5 참조) 을 받아야 한다.

31. 전례 헌장 37-40항과 65항 규정에 따라 선교 지역의 어떤 민족에 현존하는 입문의 요소들을 그리스도교 세례 예식에 적응시킬 수 있는지를 판단하고. 사도좌의 인준을 받아 전례에 도입하는 것을 결정하는 것도 주교회의가 할 일이다.
32. 로마 세례 예식이 여러 양식을 자유로이 사용하도록 제시하는 경우에, 사도좌의 인준을 받아, 지역 예식서에는 비슷한 다른 양식을 덧붙일 수 있다.

38. 주교회의는 고해성사 예식을 각 지역의 필요에 맞게 조정하여 지역 예식서를 마련하고, 사도좌의 추인이나 인준을 받아 해당 지역에서 사용하도록 관할한다. 이와 관련하여 주교회의가 할 일은 아래와 같다. ㄱ) 고해성사 규범을 마련하고, 그 가운데서도 특히 사제들의 직무와 관련된 규범을 사도좌의 인준을 받아 정하는 일. ㄴ) 고해성사의 정규 거행을 위한 고해소를 설치하는 더욱 자세한 규범을 마련하고(위 12항 참조) , 일괄 사죄의 경우에 신자들이 해야 하는 참회의 표지를 사도좌의 인준을 받아 구체적으로 정하는 일(위 35항 참조). ㄷ) 민족의 특성과 언어를 존중하면서 원문을 모국어로 번역 하고 승인하여 사도좌의 추인을 받고, 성사 양식문을 완전하게 보존하는 조건에서 사제와 신자가 바쳐야 할 기도문 등을 새롭게 작성 하여 사도좌의 인준을 받는 일.

39. ‘전례 헌장’에서 정한 대로, 주교회의는 이 《로마 예식서》를 각 지역의 필요에 맞게 조정하여 지역 예식서를 마련하고,58) 사도좌의 인준이나 추인을 받아59) 해당 지역에서 사용하도록 관할한다. 이와 관련하여 주교회의가 할 일은 아래와 같다. ㄱ) 이 책에 제시된 원칙에 따라 고유한 예식 구조는 보존하면서 적응의 범위를 결정하고, 사도좌의 인준 후에 도입한다. ㄴ) 민족들의 전통과 특성에서 무엇을 받아들일 수 있는지를 진지하고 신중하게 숙고하고, 유익하거나 필요하다고 판단되는 다른 적응들을 사도좌에 건의 하여 사도좌의 인준 후에 도입 한다. ㄷ) 이미 쓰고 있는 지역 예식서의 고유 축복 예식이나 아직 사용하고 있는 옛 로마 예식서의 축복 예식이 ‘전례 헌장’의 정신과 이 책에 설명된 원칙과 시대적 필요에 부합하다고 판단되면, 그대로 보존하거나 일부 적응을 사도좌의 인준 후에 도입한다. ㄹ) 여러 축복 예식에서 특히 자유로이 선택할 수 있도록 여러 가지가 제시되었을 경우, 여기 수록된 것 외에도 같은 종류의 다른 형식을 마련하고 사도좌의 인준 후에 도입 한다. ㅁ) 이 책에 수록된 총지침이나 각 예식의 지침을 그대로 온전히 옮겨 놓고, 집전자가 예식의 뜻을 더 완전히 깨닫고 신자들이 더욱 의식적으로 또 능동적으로 참여하는 데에 필요하다면 그 지침을 마땅히 사도좌의 인준을 받아 보완한다. ㅂ) 이 책에 없는 부분을 보완할 수 있다. 이를테면 유익하다고 여기는 다른 독서나 알맞은 노래를 제시한다. ㅅ) 다양한 언어와 문화의 특성에 알맞게 예식의 번역문을 마련 하여 승인하고, 사도좌에 제출하여 추인을 받는다. ㅇ) 예식서를 사목적 사용에 알맞은 양식으로 편찬하거나 부분적으로 나누어서 사도좌의 추인을 받아 발행할 수 있다. 그러나 중요한 지침은 언제나 앞세워 수록해야 한다.

37. 주교회의가 할 일은 아래와 같다. ㄱ) 라틴어 원문에 충실하고 정확한 번역본을 온전하게 마련 하여 승인하고, 사도좌에 제출하여 추인을 받는 일. ㄴ) 민족의 문화와 특성을 고려하여 필요하거나 유익하다고 여겨지면, 사도좌의 동의를 얻어 구마 예식의 표지와 동작을 적응시키 고, 구마 예식 거행에 대한 자격 인증제를 도입하는 일.

V. 고유 순교록
38. 각 교구와 국가나 수도 가족은 고유 순교록이나 순교록의 부록을 작성하여, 성인과 복자들을 선포하고 고유 전례력에 수록할 수 있다. 그들은 로마 순교록에 없는 다른 날에 또는 다른 전례일 등급으로 경축하거나, 그 명칭을 어느 정도 적절히 더할 수 있다. 이러한 고유 순교록과 그 부록은 경신성사성으로 전달하여 인준과 *[……]* 추인을 받아야 한다.
VI. 주교회의가 관할하는 적응
41. 발행될 순교록에서 어느 날이든 그날의 명칭은 사도좌의 허가로 전국이나 전체 관할 지역의 고유한 명칭으로 여겨져야 하며, 이는 보편 전례력에 기재된 전례일의 명칭 다음 첫자리에 놓여야 한다. 이러한 순교록들은 표준판으로 출판 허가를 받아야 한다. 지역이나 교구의 고유한 전례일 명칭은 언제나 개별 부록에 수록해야 한다. 그러나 주교회의가 발행하는 모든 순교록의 본문은 법 규범에 따라 승인하고 사도좌에 *[……] *보내 추인을 받아야 한다. 이 규범은 바꿀 것은 바꾸더라도 모든 수도 가족에게도 유효하다.

GUIDELINES FOR INTERCONFESSIONAL COOPERATION IN TRANSLATING THE BIBLE
THE NEW REVISED EDITION — ROME, 1987
PRESENTATION (the goal of the interconfessional effort)
The Secretariat for Promoting Christian Unity and the United Bible Societies are pleased to present to all concerned a revised version of the 1968 "Guiding Principles for Interconfessional Cooperation in Translating the Bible".
The document, now entitled "Guidelines for Interconfessional Cooperation in Translating the Bible", affirming the spirit and following the principles set forth in the historic agreement first published in 1968, reflects the experience gained in producing scores of Bible translations since then. These interconfessional Bible translation projects have largely been made possible by those "Guiding Principles"; as a result of reports received from the users minor modifications have now been introduced into this new edition.
The basic understanding, however, remains unchanged: as in the past, interconfessional translations will continue to be based on a Hebrew text of the Old Testament and a Greek text of the New Testament which have been agreed on by scholars from various church traditions. Drafting and reviewing of the translations will be carried out in close cooperation, with the aim that the new text will be acceptable to, and be used by all Christians and Christian communities who speak the language into which the translation is being made.
The clear goal of this interconfessional effort is to produce editions of the Holy Scriptures which provide all speakers of the language with a common text. This will in turn make possible, often for the first time, a common witness to the Word of God in the world of today. To all who are interested in obtaining faithful and understandable translations of the Bible, this updated version of the "Guidelines" will, we pray, be an effective instrument for reaching this goal.
May God bless those who work to make His Word more widely known and lived, and through them bless all who will receive and read these new interconfessional translations.

1. TECHNICAL FEATURES
1.1. TEXTUAL
1.1.1. Common Texts
1.1.1.1. New Testament: For joint translation programs, teams should base their work on the critical edition of the Greek New Testament published by the United Bible Societies, which is itself a joint effort of scholars representing Roman Catholic and other Christian constituencies. Translators should normally follow this text for readings rated as A or B in The Greek New Testament but may choose other well attested readings when the text has a C rating.(1)
Though a critical text must form the basis of any adequate translation, it is recognized that in some situations certain constituencies may require that some passages of the New Testament found in the Byzantine tradition (as largely represented by the Textus Receptus) should be noted in the translation. When this is the case, such material may appear in footnotes with an appropriate marker in the text. The extent of textual adjustment will depend, of course, upon the local situation, and will need to be covered carefully by clear and detailed principles (see section 2).
1.1.1.2. Old Testament: The Biblia Hebraica Stuttgartensia, published by the German Bible Society, is recommended for use by joint translation committees.
In general the Masoretic text is to be retained as the basis for translation. Where, however, there are special difficulties in the traditional form of the text, scholars should make use of the evidence provided by recent textual discoveries and by ancient versions for other forms of the Hebrew text. New insights provided by related Semitic languages should be given due consideration though they may conflict with traditional renderings. In dealing with textual problems, the volumes of the Hebrew Old Testament Text Project, prepared under the auspices of the United Bible Societies, should be considered.
1.1.2. Canon (deuterocanonical books / Apocrypha)
In many situations where there is a direct request from the churches, Bible Societies publish editions of the Bible which contain what some call the deuterocanonical books and others call the Apocrypha. It is the aim of the Bible Societies to provide the Scriptures in the canon desired by the churches.(2)
It is recognized that on the one hand an edition of the complete Bible bearing the imprimatur of Roman Catholic authorities must contain the deuterocanonical texts and that, on the other hand, while many groups within Protestantism have employed the Apocrypha, a great majority find it impossible to accept an arrangement of the Old Testament which does not clearly distinguish between these texts and the traditional Hebrew canon. It is suggested that these two positions are in practice generally reconcilable if in editions of the Bible published by the Bible Societies and bearing the imprimatur of Roman Catholic authorities the deuterocanonical texts are included normally as a separate section before the New Testament. In the case of the book of Esther the translation of the complete Greek text will be printed in the deuterocanonical section while the translation of the Hebrew text will be printed among the books of the Hebrew canon. The deuterocanonical parts of the book of Daniel will be presented as items in the separate section.
For Ben Sirach, it would be advisable to print the shorter text, as found in the main Greek manuscripts, while taking into account the Hebrew and Syriac texts. The longer texts, from other Greek and Latin manuscripts and eventually other Hebrew readings, could be printed, if necessary, in the notes.
2.8. IMPRINT AND IMPRIMATUR (approval)
An interconfessional edition of the Scriptures normally bears the imprint of the Bible Society and the imprimatur of the appropriate Roman Catholic ecclesiastical authority. The most appropriate form for such an edition published by the Bible Societies would be for the Bible Society imprint to occur on the title page and the imprimatur of the appropriate Roman Catholic authority to occur on the back of the title page, this being the normal procedure for books properly authorized by the Roman Catholic Church. In some circumstances it may be wise to consider a preface including a joint recommendation by ecclesiastical authorities instead of a formal nihil obstat and imprimatur.

(1) The Greek New Testament text employs the rating A for those texts in which the reading printed in the Greek text is quite secure. B indicates there is some minor doubt and C indicates that there is considerable doubt. For further explanation of this rating see the Introduction to The Greek New Testament.
(2) It should be noted that Roman Catholics generally refer to certain books of the Greek canon not found in the Hebrew canon of the Old Testament as the "deuterocanonical books", while Protestants generally refer to these (and certain other additional books) as the "Apocrypha". This leads to confusion since in Roman Catholic circles the terms "Apocrypha" or "Apocryphal books" refer to those books which were never received into the canon. Protestants refer to these books as the "Pseudepigrapha" or "pseudepigraphical books". A common terminology is clearly desirable, but the terminological traditions are deeply rooted and will probably need to be respected for some time to come.
